Regional Advisory Board (RAB)
Working Guidelines

Relevance of RAB
During the course of streamlining the working norms for CapNet SA, there was a felt need for having an advisory body comprising eminent individuals and organizations in the water sector who could add value to the regional initiative through the wisdom accumulated from their rich experience as key water actors. Being relatively distant form the direct implementation – it is expected that they will be able to take a more objective and holistic view of the process and suggest positive interventions that may escape those more directly involved.

Expected Roles of RAB Members
The members of the Advisory Council would be expected to advice on the following in the regional context:

Act as a think tank.
Strategies for stimulating CB for IWRM.
Design of action plans.
Strategies for resource generation for supporting the proposed action plans.
Facilitate access to information, knowledge for supporting CB for IWRM.
Support for advocacy and policy lobbying.

Help for establishing linkages with agencies – individual and organizational – that can usefully partner with CapNet SA.

Composition of RAB
The total number of members will be around 9. However, additional members may be co-opted when considered appropriate. The composition of the members will be as follows:

The Regional Council (RWP/SA) member designated for CapNet.
Regional Coordinator of WSSCC.
Regional representative from GWA, preferably SC member from the region.
Regional representation from the donor community such as ADB, DFID, IDRC, etc.

Regional representation from International organizations like UNESCO, UNICEF, UNDP, JWF, etc.

Representative from some Country Governments.

Representative from academics, training, research institutions in the water sector.

Eminent experts from the water sector.

Nature of Association
The position of a member in the RAB is entirely honorary and voluntary.
Participation in the annual meetings of CapNet SA is highly desirable. However this is not mandatory and support through alternative communication channels would be welcome.

Potential for CapNet SA support to RAB Members
CapNet SA can offer the following opportunities regarding CB initiatives for water sector to the RAB members:

Sharing of knowledge within the region.

Platforms for promotion of the overlapping mandate (with CapNet SA) of organizations represented by the members.

Access to the outreach of CapNets in the region for communication, opportunities for tapping the rich human resource and institutional base for existing capacity for CB in the region.

Synergies through complementarity of inputs for CB in the region.

Opportunities for potential collaboration in areas of mutual interest.
