Third Regional Meeting of CapNet South Asia 25th - 26th November 2005, New Delhi

Behaviour of Pakistan Coordinator in UNESCO incident and strategy of action in consultation with Pakistan representatives

CapNet SA Governing body strongly condemned the action of PK-Coordinator, Khalid Hussain through his letter to CEO, PWP dated 15th November, 2005 (filed on record in CapNet SA)

CapNet SA Governing body strongly condemned the letter written by PK-Coordinator dated 16th September, 2005 to Programme Officer, UNESCO (Copy on record). The group was disturbed by the involvement of other actors involved in the same communication who have made damaging comments about Regional Coordinator, CapNet SA

This was a violation of the agreed norms of communication as agreed in Cape Town Meeting of CapNet SA in December, 2004 (Minutes on record).

It is appreciated that UNESCO, Delhi has formally apologized and withdrawn refereed communications.

It was agreed to communicate the above decisions to all those to whom the objectionable communications have been copied.

CapNet Pakistan Representations

CapNet SA appreciates the contribution and commitment of Ms.Farzana Saleem and Ms.Johdah Bokhari to address the networking issues.

Ms.Farzana Saleem and Ms.Johdah Bokhari from CapNet PK/PWP will return with a mandate to call a General Body Meeting of CapNet PK to address the concerns of present network management. Pakistan Water Partnership (PWP) is requested to host the meeting.

Pending the outcome of the above meeting, CapNet SA group will interact with Ms.Farzana Saleem and Ms.Johdah Bokhari to deal with CapNet PK matters.

Regional Secretariat (RS)
7.2.1 - RS MUST rotate to different countries at the end of its term of four years 
in one country.

Any organization that has hosted RS/or individual who been the RC will not 
be eligible for hosting/Regional Coordinatorship again.

The process of relocation of the RS will be initiated by the outgoing RS through an issue of expression of interest. The decision regarding the location, institution, and the person will be taken by the CapNet SA group.

7.2.3 (Existing Article to be deleted) TERM
Term of the RS is four years. However, the process of relocation will be initiated at the end of three years for smooth transition.

Term of Country Coordinator is two years. He/She may be re-elected for another term of two years through General Body. The maximum term is for four years.

Accountability
All CapNet structures in South Asia will function on the principles of mutual accountability and non-hierarchical structures.

Work Plans
Annual Work Plans and Reports would be mutually shared and coordinated through RS.

RS must ensure that the interests of all the countries are addressed judiciously with particular focus on country balance, gender balance, and professional balance.

One page Charter for South Asia based on Country Charters is to be developed.

Regional Secretariat will initiate the process within the CapNet SA group to identify the date of initiation of particular networks.
