Group Meeting of CapNet India
The first Core group meeting of CapNet India took place at the Institute
of Rural Management, Anand (IRMA) on the 17th and 18th of September,
2004. Dr. Jasveen Jairath ( CapNet South Asia Representative,
SaciWATERs)
and Ms. Bharati Bhavsar (RC Member- IWP , SEWA.) along with six core
group members were a party to the deliberations.
The meeting was convened to develop a future course of action for
CapNet India. The members deliberated extensively on the emerging
knowledge of IWRM (Integrated Water Resources Management) in the Indian
context. These deliberations helped to identify the future needs of
training, capacity building & research in IWRM, specific to different
typologies in India. Also as CapNet India is still an emerging network,
the core group decided that efforts to expand the membership base
of CapNet India & initiatives to co-opt other networks & organizations
as part of CapNet India be given a priority. Out of these deliberations
emerged the work plan of activities to be taken up for the year 2004-05.
In addition to this administrative and policy level issues to facilitate
better governance of the network were also discussed. Changes to the
draft guidelines for CapNet SA and country CapNets were suggested

| Action
Plan of CapNet India
The work plan gives the activities to be taken up by CapNet India
from October 2004 to September, 2005. The primary focus of the activities
is a multi-pronged strategy to conduct exploratory research, trainings,
campaigns and capacity development activities in partnership with
diverse organizations and networks in different parts of India. The
action plan has the following broad set of activities: |

Institutionalization: Institutionalization consists of
activities like "Linking and building synergies with existing
organizations and networks engaged in water related issues and activities,
Build membership: Individual and Institutional, Develop and periodically
review network management practices followed by CapNet India, Identify
nodal points (individual or organizations) to build local CapNet forums
at different levels (State/district)." |

Database
and Information Development, Management and Sharing: This has activities such as Development
of an annotated bibliography, Identification and compilation of the
list of data (by sources, use patterns, regions, issues, formats,
etc.) available with various organizations in India. |

| Capacity
Development Activities: These include activities like |

Facilitated
Capacity Development approach through Action Research Partnerships
with multiple partners in different IWRM contexts. |

Targeted
training programmes to build a wider network of capacity development
actors among different IWRM stakeholders. |

Facilitate/generate
debates revolving around IWRM issues (concepts, policies and
practices) ensuring the democratic participation of all stakeholders |

Funding
and Governance:
It is planned to go for resource mobilization through partnerships.
Towards this, attempts would be made to identify and build rapport
with probable donor agencies and policy making bodies who can fund
and partner with CapNet and its sister/collaborative networks. To

CapNet India. |
