A follow up meeting of CapNet -Bangladesh was held on September 25, 2004 at Bangladesh Center for Advanced Studies (BCAS), Secretariat of CapNet-Bangladesh. Dr. Atiq Rahman, Coordinator, CapNet-Bangladesh and Executive Director, BCAS chaired the meeting.

The agenda of the meeting were as follows:
Finalization of the Core Group of CapNet -Bangladesh.
Outlining CG members' duties and responsibilities.
Preparation of a profile of CG members.
Preparation of a work plan.
General membership.
Mode of communication.
Any other Issue.
Opening Remarks

Dr. Atiq Rahman, Coordinator of CapNet-Bangladesh welcomed all the participants and spoke briefly about the background and objective of CapNet- Bangladesh in the context of the regional network of CapNet South Asia, which is a UNDP project, funded by the Dutch Ministry of Foreign Affairs and also an associated programme of the Global Water Partnership. He also mentioned the need of capacity building in sustainable water management issues of Bangladesh and importance of sharing and networking in local-national-regional and then to global level. 

Dr. Rahman then presented the agenda for consideration and requested all participants for active participation through open discussion. The group accepted this on the agenda for discussion.

Open Discussion
Formation of Core Group (Finalization)

According to the Organizational Structure and Working Guidelines of CapNet South Asia and the Country Guidelines, the core group should have at least 7 members. Dr. Nishat of IUCN and Ahmadul Hassan of CEGIS proposed to include few more government and non-government organizations for wider participation and increase capacity of the core group. Considering activities and limitations of the organizations, it was decided that the CapNet -Bangladesh would comprise 16 members in the core group of which 10 organizations will be General CG member and directly involved with CapNet-Bangladesh activities. These are

Bangladesh Centre for Advanced Studies (BCAS).
The World Conservation Union (IUCN), Bangladesh.
Institute of Water and Flood Management (IWFM), Bangladesh University of Engineering and Technology (BUET).
Bangladesh Water Partnership (BWP).
Citizens Forum On Water and Sanitation Initiatives in Bangladesh (Citizens Forum).
Center for Environmental & Geographic Information Services (CEGIS).
Institute of Water Modeling (IWM).
Bangladesh Unnayan Parishad (BUP).
Bangladesh Environmental Lawyers Association (BELA).
NGO Forum for Drinking Water Supply and Sanitation (NGO Forum).

The other 6 organizations will be associated CG members and will be regularly informed about CapNet activities. It was also decided that they would be co-opted as general core members depending on their interest. The associated organizations are

Bangladesh Agricultural Development Corporation

CG members' Duties and Responsibilities

It was decided that in assigning duties and responsibilities, the charter of duties and responsibilities, spelled out in the Working Guidelines of CapNet South Asia for the national Networks, would be followed. It is expected that duties and responsibilities of each member would befit the areas of strength of the individual / organization / agency / institution.

Preparation of Core Profile
All the core members were committed to send an agency / institution / organization profile and a brief resume (along with a photograph) preferably of the chief executive or designated person to represent the organization/institution/agency as soon as possible to the secretariat at BCAS, which would be used to prepare CG profile.

Work Plan Preparation

The meeting identified the need of preparing a directory on Water Sector of Bangladesh, which will incorporate institutional and individual profiles of the key actors. Dr. Rahman candidly announced the opportunity and also ensured the required fund available for this job. Finally, Mr. Syed Shafique Ahmed, General Secretary, Citizens Forum On Water and Sanitation Initiatives in Bangladesh was agreed on the request to prepare this directory in association with BWP and BCAS. It is expected that the task would be completed by 7 of November 2004. 

Dr. Nishat of IUCN proposed to hold a workshop on IWRM of Bangladesh as part of CapNet-Bangladesh activities. It was then decided that an orientation workshop on IWRM concept and practices in Bangladesh would be held during the last week of December by CapNet- Bangladesh. The program outline would be prepared by Ahmadul Hassan of CEGIS in consultation with Dr. Nishat of IUCN, Bangladesh during the 1st week of October 2004, which would then be shared with core group members. Necessary fund would also be made available from the secretariat (BCAS).

The chair of the meeting proposed that a training workshop would be arranged at a convenient time on "How to write a good research/project proposal" for all the interested members of CapNet Bangladesh. He also mentioned that in order to undertake the workshop and similar activities he already talked to a few potential funding agencies including the Netherlands Embassy of Dhaka.

Publication of information materials on IWRM and brochure of CapNet-Bangladesh has also been considered.

The first annual report of CapNet Bangladesh would be prepared within the second month of the next calendar year.

General Membership
It was decided that general membership (as defined by CapNet South Asia) would be open for all the interested agencies, organization and institutions in the public, NGOs or individual involved in any or all the fields within the broad water sector. It was also decided that while gathering information/ data during profile making, the concerned agencies/ organizations/ institutions/ individual experts would be asked if they are interested to join. Interested ones would subsequently be reached for membership.

Mode of Communication
Mode of communication among the core group members would be specifically through e-mail messages, personal contacts over telephone, and also official letters on need basis.

CapNet South Asia: Board Representative
The chair informed that Professor Jahiruddin Chowdhury of Institute of Water and Flood Management (IWFM) has been nominated to represent CapNet Bangladesh to the Board of CapNet South Asia. The core members approved the nomination.

Decisions of the meeting
The following decisions were made at the meeting to smooth up and make the CapNet -Bangladesh activities more specific and effective:

Formed a core group (CG) for CapNet Bangladesh with 16 members/organizations of which 10 are General CG members and 6 are associated CG members.

The directory on the water sector of Bangladesh (which may emphasize the sectoral and individual expertise on IWRM) will be prepared within the 2nd week of November 2004. Syed Shafique Ahmed of Citizens Forum was given the leading responsibility in association with BCAS and BWP to prepare it.

An official core group profile will be prepared with CG member's / representative's CV, shortly emphasizing the experiences on water sector of Bangladesh as soon as possible

There will be a workshop on IWRM Concept and Practices in Bangladesh as part of core activities of CapNet- Bangladesh chapter (tentative date: last week of December). CEGIS and IUCN were authorized to prepare the workshop programme (deadline: 1st week of October, 2004).

A training workshop will be arranged by BCAS on "How to Write a Good Proposal".

Publication of information materials on IWRM and brochure of CapNet-Bangladesh has also been considered.

Concluding Remarks
The chair thanked the participants and concluded the meeting at 5 pm with the announcement that the next meeting of the core group would be held in end October 2004.
